Family Background:
Eustace and Natalie Freeman were the parents of Harris and his older brother Aaron. Harris was married once upon a time to a waitress named Olive but after fourteen years of marriage she divorced him, his drinking being the reason. They never had children, Harris being incapable of it.

General History:
Harris was born in Gotham City before they had a Batman to protect it. His father was a hard working dock worker while his mother was a stay at home mom. Harris quickly developed a strict sense of justice as a child, due to the morals his mother and father instilled in him so he would not turn out like his older brother Aaron. Harris grew into a determined, hard working, and loyal man who detested the gang activity that happened in Gotham.

After high school graduation, Harris enlisted to be a Gotham City Police officer. He was paired with experienced officer Slam Bradley and the two got along swell. Slam taught Harris the ropes and after he was confident that Harris could handle himself, retired. Harris took on his own rookie, James Gordon, and taught him everything he knew.

During his time as a police officer, Harris stopped a big deal for the crime boss known as "Black Mask". Black Mask sent an assassin after Harris and the police officer was shot in the temple. By a sheer stroke of luck, Harris survived through the hospital period. After he was released from the hospital he met waitress named Olive. The two fell in love and two years later were married. The first sight of problems came when they found Harris was incapable of producing children. Later problems came when Harris started working too much and drinking when not working. After fourteen years of marriage, Olive and Harris divorced.

These days Harris is the commissioner of the Gotham City Police Department. He works, albeit unwillingly at times, with both S.H.I.E.L.D and Checkmate.
